Fire nation is beyond the egytians. They have steam power. They probably had their first industrial revolution. That puts them past the Civil War.

No, its useing their abilities to advance their civilization. I mean the Avatar Universe doesn't have guns and probably never will because they don't comprehend the need for them when they have benders who can fight.

But they don't see the nessecity when they have enough benders to create armies. If benders ever ran low they might try to find a way to upgrade the regular soilder, but not now.
