If she wasn't blind then the "Seeing with Bending" wouldn't be as cool as it is.

If Toh regains her sight it will ruin her character. If she gets her sight she will become a Mary-Su. Her blindness is her weakness... if we give her sight along with her metalbending and ultra cool earthbending? She would be so boring! She'd always win!

Oh course she'll stay blind. Katara can't heal them cause she was born that way. But she will always "see" with her bending.
