well i dont rlly think of his staff as a weapon. so i cant rate it as one. i think it's purpose is esentially to be "glider" or watever you want to call it since he technically doesnt glide, he flies.

it can be a weapon , becuz he can fly in the air and get a better angle of knocking someone out. ( so to speak)
