Well, you've got to look at it two ways.
The first way - Aang will not regain it - he needs to defeat the Fire Lord on his ownand that using the Avatar State would be "cheating".
The second way - Aang will regain it - the Avatar needs to have the power to be at his/her highest state

true but at the same time when he is in the avatar state is most vonerable..... its hard to say.... but i think he will regain it without a doubt.

Well, I think if he doesn't get it back, there'll be something about it.... It just seems like too abrupt an ending.... I mean it seems like they just shut the door on it without asking any questions. I'd be surprised if they left it where it was.

Here is my 2 cents what its worth. I think he won't because he never truely attained it. He couldn't even give up on his love which was nessarcy to get it.

Well, maybe when Katara dumbs him he'll get it back and kill Haru, then in greaf and shock Katara will fall into the arms of Zuko!
But, realisticly, what's probably going to happen is Aangs finale battle with the Firelord will drag on as clique final battles tend to do. The firelord will be winning and then say some cheesy line like "you failed. You failed your friends, your people, and now the world!" And then Aang will have varios flash-backs/visions of all his friends and everyone he's met and all the other reasons he's fighting and will find the strength to go glowy and kick the firelords but, most likely off a cliff where we can't see him die. I wish it would end more orginally than that, but it's the most likely sinario.
