That title is not confirmed. It's speculation.. and I'm seriously thinking thats not the title for multiple reasons. The main one simple being:
1) Pooldude said it wasn't

he is the heir. azula won't get it, so even disinherited, zuko would become lord.

Actually, if Zuko is disinherited or disowned he cannot become firelord. Though if Ozai dies and Azula is thrown if prison or something then Zuko or Iroh would be the next in line

well it seems likely that if the lord is defeated, the next in line will not be someone he chose. Zuko has the bloodline, and, is, sad to say it matters, MALE. but Iroh is a good other possibility, as the position was supposed to be his, but his brother usurped it by changing, or forcing a change in the will of the emperor before him. (this is heavily suggested in the episode where the beginning of the war is explained.)

Now, I believe Zuko will become Fire Lord in the end. I'm just pointing out that the only way is if Ozai is killed and Azula is taken out of the bloodline somehow. At this current time Zuko is most likely disowned. That means that he can't take the throne.
Somehow and in some way he has to be eligible to take the throne again and the people have to accept him. The fire nation doesn't need a civil war
