Well maybe it's because of all the rades the firenation did. Remember they took all the water benders + killed incent (katara's mom) Not to menchon the storms, lack of room, and it being A FROZEN ICE TUNGRA!!!!!!!!

i mean because cmon the southern water tribe cnt be just that 1 puny little village.... i hope . otherwise they'd call it the southern water village, not the southern water tribe. and there's no way that village and the city in the north constitute a nation...

the southren water tribe was almost wiped out a hundred years ago. the northern one is self inclusive. Is there eastern and western? it never says. look at air nomads there airtemples are not that big. the fire nation lives on an island. if you look at an avatar map the water tribes together are bigger then the fire nation. and the earth kingdom is bigger then all the rest combined. the smallest group is the air nomads.

its their land area thats the same but the fire nation has many cities squeezed on there the water tribes supposedly have 1 village and 1 city..... wich is kinda retarded. and how could there be eatern and western.. the fire nation's in the west first of alll the water tribes are all about ice and water and ice isnt in the east.

east and west could be possible. like at the western air temple it is upside down in a sheer rock face. maybe the water tribes figured out how to live under water or behind a waterfall. never can tell.

alot of water benders where likely to be wiped out since water is the oppsite force of fire. So its likely they split up into smaller groups so they would be able to hide easier. So far we know of 3 water tribes (south, north, and swamp).

I don't know if the swamp people consider themselves a tribe, but this is what i believe about the Nothern and Southern Tribes. At one time there was only one tribe, the Nothern Tribe. That is why they are bigger even in the flash bscks to before the raiders came, the Southern Tribe still looks puny compared to the Nothern Tribe, and the Nothern Tribe has all the Spirital stuff so it makes more sence that they are the original one. I'm guessing living on an ice tundra isn't exactly the easiest thing to do. There is probably a limited numder of food and supplies but everyone stood a better chance of surviving if they stayed together, thus the tribes. Then It got over crowded and someone got the bright idea to look for more livable places, they found the earth kindom and maybe many of this split off group went there. However the water benders would of felt uncomfortable not being surrounded by water, so they kept looking until someone told them about the south pole. They went, they settled, they traded and this all hapeened hundreds maybe even thousands of years ago. But the still live on a tundra. People probably die all the time from storms and ice bergs and who knows what else, but seeing as Kanna is one of the few old people we've seen, i doubt most of the tribe dies of old age. That is why they are so small, but they are still a nation, just a sparcely populated one.

i don't see how you could call a village and a city a sparsely populated nation. and the crowded in part of your theory isn't very probable as there is much more space on the north pole than that 1 city takes up...

Yes but to live in such harsh condisions they would have to live together, hence the city. And obviously the city is in an area with the best food and most desirable sea port. If the tribe had to many mouths to feed and not enough hunters, then my theory makes sense. Plus, some people might of just left because they wanted to explore, or possibly some girls left because they wanted rights. Maybe thats why girls are allowed to water bend in the South pole, that and if they weren't there would be far to few water benders.
And it doesn't matter how many people there are at the poles, as long as their are people there with some semblence of a government then they are a nation. I mean look at the Native American Nations, their tiny but they have a strong sense of who they are and where they came from. Thats what really matters.
