The government of the Fire Nation consists of a Fire Lord, an assistant Fire Lord [wife], Prince and Princess of the Fire Nation, and Fire Nation Soldiers along with Generals.
Schools are pretty modern except for the extra old-timy things added to them.
Lightningbending is a special property and advanced version of Firebending, which is much more powerful, and only seen used by Azula, Iroh, and Ozai, all high ranking people of the Fire Nation.
